Board Approves Impervious Coverage Variance for Pool at Plantation Reserve Home
The Flagler County Planning and Development Board voted unanimously on July 14, 2026, to recommend approval of a variance at 21 Deer Park Road in the Plantation Reserve subdivision, allowing a 7 percent increase over the maximum 40 percent impervious coverage.
Planner Hannah Latiman said the request stemmed from a misinterpretation of the subdivision's plat addendum, which combines lot coverage and impervious area into a single maximum. The home was permitted earlier in the year at 37.64 percent impervious coverage, within the allowance, but the addition of a pool pushed it over the limit. Latiman noted the board had heard a nearly identical application the previous month.
Staff found the variance criteria were met, noting lots in the subdivision vary in size and that the applicant, as current developer, was not the original developer who wrote the PUD agreement. The applicant's representative, identified as Elizabeth, said she had nothing to add. No public comment was received.
