Staten Island Woman Arrested for Using Stolen Palm Coast Credit Card
A New York woman is facing identity fraud charges in Flagler County after authorities say she used a Palm Coast resident's stolen credit card information to make unauthorized purchases at Jacksonville-area stores.
Qianlang Gan, 43, of Staten Island, was linked to the fraud scheme through surveillance footage and financial records, according to the Flagler County Sheriff's Office.
How the Investigation Unfolded
The case began April 1 when a Palm Coast resident discovered suspicious charges on her credit card statement. The victim reported three unauthorized purchases made at Jacksonville stores that she never approved.
Detectives from the General Assignment Unit traced the fraudulent transactions to March 24, when surveillance cameras captured a woman using the victim's credit card at three separate Jacksonville retailers. The stolen card information had been loaded into a cellphone digital wallet for contactless payments.
Investigators also identified a white Lexus SUV connected to the suspect.
Suspect Already in Custody
Working with the FCSO Real Time Crime Center, detectives identified Gan as the suspect. They learned she had already been arrested by the Jacksonville Sheriff's Office on March 26—two days after the fraudulent purchases—on separate charges including possession of a counterfeit driver's license, possession of a controlled substance, and petit theft.
Authorities confirmed she was driving the same white Lexus SUV during that arrest.
Gan remains held at the John E. Goode Pretrial Detention Facility. U.S. Immigration and Customs Enforcement has placed an immigration detainer on Gan, who has been identified as a Chinese national subject to removal from the country, according to the sheriff's office.
